HAVE: have : hardy cold palm trachycarpus fortunei seeds

I have trachycarpus fortunei seeds ;the palms are cold resistant to minus 18 celsius degrees(big plants even more...)I want to trade them with :Hardy bamboo rhyzomes, gunnera manicata seeds, hardy cold tropical looking plants,

Have bamboos for trading - but I'm not sure if the import to romania works wihtout phytosanitaire certificate.
