Repotting roses

Hi, I am new to this forum and a beginner at growing roses. Is it ok to repot roses while they are blooming or is it better to wait until September/October? I bought some roses in pots from the nursery for my balcony and they said that it is ok to leave them till October in the same small pot which has hard soil and dries quickly. Wouldn't it be better to repot in a larger pot and change the soil and add some mulch? but it is still flowering. Any comments would be appreciated. Thanks, Amal

A late reply as I don't check in here often. You should definite repot the new roses in better soil in a larger pot. Give them some shade for the first few weeks until they have rooted again.
