Coppicing hazel

I have a hazel tree given to me four years ago by a friend. It is actually more like a bush, standing about 6ft tall and throwing up several long straight(ish) branches. I want to coppice it so that I end up with useful long straight sticks. When is the best time to cut it down, and how low do I cut? Thanks in advance!

Usually cut in winter. Leave stumps about 5-10 cm tall, and use a slanting cut.
