When are Victoria plum trees supposed to blossom?

I have a small victoria plum tree. Last year it was covered in flowers, all of which turned into tiny plums, which I duly thinned. We ended up with about 30 delicious plums.

So far this year, even though the tree already has quite large leaves on it, there is absolutely no sign of any blossom. I remember that the blossom came out last year after the leaves, but I can't remember exactly when.

Could this mean that there won't be any fruit this year? Do victoria plums not flower every year?

Any help would be most welcome.

Should have flowered ages ago. Normally towards the end of April, but first half of April this year. Maybe later in Dublin? Probably not. No flowers means no plums :(

So do you have any idea why it didn't flower this year? (Too much water/not enough water/too much fertilizer/not enough fertilizer etc). Is this a common problem?

Most common reason is too much flowering the previous year, and the tree has exhausted its reserves of sugars filling last year's plums. It needs a rest, producing just foliage, to restore its reserves for next year. Particularly likely if it is a young tree.
