Need help to identify bug/fungus? on Vinca

I have vast areas of garden covered with Vinca (periwinkle)which have been very healthy for years. In the last year, a bug or fungus, small raised brown spots on the underside of the leaves, has been spreading quickly. The leaves curl and the plant does not grow like the healthy ones - it doesn't spread and cover ground it grows straight up and after a couple of months - it turns brown and dies. I have been unable to identify what this is and how to deal with it. Can anyone help? Thanks
