laburnum tree

I planted a laburnum tree last november, the tree is about 7' tall and looked in very good health. We do not have any leaves on the tree yet but plenty of healthy buds and overall the tree is in good condition. Any advice please.

What advice do you want? It sounds fine. Just leave it alone. Laburnum is very easy and very accommodating. Just don't eat it.

My Laburnum tree is giving off a very sticky substance which is affecting all the plants underneath.
It also has loads of tiny little blue insects on the branches.

Can anyone help with the prognosis and how to deal with it.
