Chrysanths not doing well

Can anybody help me with my chrysanthemums ? I planted them in the garden about a month ago with some packeted "farmyard manure" but they seem to have hardly grown atall. What else might they need ?

They are day length sensitive. When the night hours exceed the daylight hours, it signals the plant to revert from vegetative growth to floral initiation. When I grow them inside a greenhouse in winter, I must light them for a period of time in the night, to keep them growing or they tend to sit still until the days start becoming longer and stay quite small. I suspect it's just doing what they do naturally.
